中华人民共和国境内外国人最高 の オンライン カジノ活动管理规定实施细则

　　（2000年8月11日国家最高 の オンライン カジノ事务局令第1号公布，根据2010年11月29日国家最高 の オンライン カジノ事务局令第9号公布的《国家最高 の オンライン カジノ事务局关于修订<中华人民共和国境内外国人最高 の オンライン カジノ活动管理规定实施细则>的决定》修正）

 第一条 根据《中华人民共和国境内外国人最高 の オンライン カジノ活动管理规定》，制定本实施细则。

    第二条 中华人民共和国最高 の オンライン カジノ外国人（以下简称“最高 の オンライン カジノ外国人”）是指依照《中华人民共和国国籍法》的规定，在中国最高 の オンライン カジノ不具有中国国籍的人，包括在华常住人员和短期来华人员。

    第三条 境内外国人最高 の オンライン カジノ活动是指外国人在中国境内按照各自的最高 の オンライン カジノ信仰习惯举行和参与的各种最高 の オンライン カジノ仪式，与中国最高 の オンライン カジノ社会团体、最高 の オンライン カジノ活动场所和最高 の オンライン カジノ教职人员所发生的最高 の オンライン カジノ事务方面的联系，及其有关的各种活动。

    第四条 中华人民共和国尊重在中国境内的外国人的最高 の オンライン カジノ信仰自由，依法保护和管理境内外国人的最高 の オンライン カジノ活动。

中华人民共和国依法保护境内外国人在最高 の オンライン カジノ方面同中国最高 の オンライン カジノ界进行的友好往来和文化学术交流活动。

    第五条 外国人在中国境内可以根据自己的最高 の オンライン カジノ信仰在依法登记的寺院、宫观、清真寺、教堂参加最高 の オンライン カジノ活动。

    第六条 以最高 の オンライン カジノ教职人员身份来访的外国人，经省、自治区、直辖市以上最高 の オンライン カジノ社会团体邀请，可以在依法登记的最高 の オンライン カジノ活动场所讲经、讲道。

以其他身份入境的外国最高 の オンライン カジノ教职人员，经省、自治区、直辖市以上最高 の オンライン カジノ社会团体邀请，并经省级以上人民政府最高 の オンライン カジノ事务部门同意，可以在依法登记的最高 の オンライン カジノ活动场所讲经、讲道。

应邀在依法登记的最高 の オンライン カジノ活动场所讲经、讲道的外国最高 の オンライン カジノ教职人员，应该遵守该场所的管理规章，尊重该场所人员的信仰习惯。

    第七条 境内外国人集体进行最高 の オンライン カジノ活动要在由县级以上人民政府最高 の オンライン カジノ事务部门认可的经依法登记的寺院、宫观、清真寺、教堂，或在由省、自治区、直辖市人民政府最高 の オンライン カジノ事务部门指定的临时地点举行。

境内外国人在临时地点集体进行最高 の オンライン カジノ活动时，应由县级以上人民政府最高 の オンライン カジノ事务部门负责管理。

    第八条 外国人同中国最高 の オンライン カジノ界的友好往来和文化学术交流活动，应通过省、自治区、直辖市以上最高 の オンライン カジノ社会团体进行。

    第九条 凡在中国境内没有相应的合法的中国最高 の オンライン カジノ组织的外国最高 の オンライン カジノ组织及其成员，以最高 の オンライン カジノ组织或最高 の オンライン カジノ教职人员身份与中国政府有关部门或最高 の オンライン カジノ界进行交往活动的，须经省级政府最高 の オンライン カジノ事务部门同意后，报国家最高 の オンライン カジノ事务局批准。

    第十条 经中国的最高 の オンライン カジノ社会团体同意，境内外国人可以邀请中国最高 の オンライン カジノ教职人员按各教习惯为其举行洗礼、婚礼、葬礼和道场、法会等最高 の オンライン カジノ仪式。其中，举行婚礼的外国人必须是已经依法缔结婚姻关系的男女双方。

    中国最高 の オンライン カジノ教职人员是指由依法登记的最高 の オンライン カジノ社会团体认定、备案的各种最高 の オンライン カジノ教职人员。

    第十一条 经有关全国性最高 の オンライン カジノ社会团体或省、自治区、直辖市有关最高 の オンライン カジノ社会团体同意，并经当地省级以上人民政府最高 の オンライン カジノ事务部门批准认可，外国人可以根据有关最高 の オンライン カジノ文化学术交流的项目或协议，携带用于最高 の オンライン カジノ文化学术交流的最高 の オンライン カジノ用品入境。

符合上款规定和海关有关规定的最高 の オンライン カジノ用品入境，海关凭省、自治区、直辖市人民政府最高 の オンライン カジノ事务部门或国家最高 の オンライン カジノ事务局的证明予以放行。

　  第十二条 下列最高 の オンライン カジノ印刷品、最高 の オンライン カジノ音像制品和其他最高 の オンライン カジノ用品不得进境：

      (一)超出个人自用合理数量，且不属于第十一条规定范围的；

  （二）有危害中国国家安全和社会公共利益内容的。

　　发现有违反上款规定的最高 の オンライン カジノ印刷品、最高 の オンライン カジノ音像制品和其他最高 の オンライン カジノ用品，由海关依法进行处理。

违反第一款规定已经携带入境或通过其他手段运入境内的最高 の オンライン カジノ印刷品、最高 の オンライン カジノ音像制品和其他最高 の オンライン カジノ用品，一经发现，由县级以上人民政府最高 の オンライン カジノ事务部门或其他有关部门依法进行处理。

    第十三条 外国组织或个人向中国提供的以培养最高 の オンライン カジノ教职人员为目的的出国留学人员名额或资金，由中国全国性最高 の オンライン カジノ社会团体根据需要接受并统筹选派出国留学人员。

    外国组织或个人不得在中国境内擅自招收以培养最高 の オンライン カジノ教职人员为目的的出国留学人员。

    第十四条 外国人到中国最高 の オンライン カジノ院校留学，须符合《高等学校接受外国留学生管理规定》的有关规定，并经全国性最高 の オンライン カジノ社会团体同意。

    第十五条 外国人到中国最高 の オンライン カジノ院校讲学，须根据《最高 の オンライン カジノ院校聘用外籍专业人员办法》的规定办理。

    第十六条 外国人在中国境内进行最高 の オンライン カジノ活动，应当遵守中国的法律、法规。

    外国人不得干涉中国最高 の オンライン カジノ社会团体、最高 の オンライン カジノ活动场所的设立和变更，不得干涉中国最高 の オンライン カジノ社会团体对最高 の オンライン カジノ教职人员的选任和变更，不得干涉和支配中国最高 の オンライン カジノ社会团体的其他内部事务。

    外国人在中国境内不得以任何名义或形式成立最高 の オンライン カジノ组织、设立最高 の オンライン カジノ办事机构、设立最高 の オンライン カジノ活动场所或者开办最高 の オンライン カジノ院校、举办最高 の オンライン カジノ培训班。

    第十七条 外国人不得在中国境内进行下列传教最高 の オンライン カジノ：

    （一）在中国公民中委任最高 の オンライン カジノ教职人员；

    （二）在中国公民中发展最高 の オンライン カジノ教徒；

    （三）擅自在最高 の オンライン カジノ活动场所讲经、讲道；

    （四）未经批准在依法登记的最高 の オンライン カジノ活动场所以外的处所讲经、讲道，进行最高 の オンライン カジノ聚会活动；

    （五）在最高 の オンライン カジノ活动临时地点举行有中国公民参加的最高 の オンライン カジノ活动，被邀请主持最高 の オンライン カジノ活动的中国最高 の オンライン カジノ教职人员除外；

    （六）制作或销售最高 の オンライン カジノ书刊、最高 の オンライン カジノ音像制品、最高 の オンライン カジノ电子出版物等最高 の オンライン カジノ用品；

    （七）散发最高 の オンライン カジノ宣传品；

    （八）其他形式的传教最高 の オンライン カジノ。

    第十八条 国际性最高 の オンライン カジノ组织、机构及其成员与中国最高 の オンライン カジノ社会团体、最高 の オンライン カジノ活动场所和最高 の オンライン カジノ教职人员发生最高 の オンライン カジノ事务方面的联系，及其有关活动，须事先向省级以上人民政府最高 の オンライン カジノ事务部门提出申请，经同意后方可进行。

    第十九条 境内外国人违反本细则进行最高 の オンライン カジノ活动的，由县级以上人民政府最高 の オンライン カジノ事务部门和其他有关部门依法予以制止。

境内外国人违反本细则进行最高 の オンライン カジノ活动，构成违反《中华人民共和国外国人入境出境管理法》、《中华人民共和国治安管理处罚条例》等法律法规的，由公安机关依法予以处理；构成犯罪的，由司法机关依法追究刑事责任。

    第二十条 外国组织在中华人民共和国境内的最高 の オンライン カジノ活动适用本细则。

    第二十一条 本细则由国家最高 の オンライン カジノ事务局负责解释。

    第二十二条 本细则自发布之日起施行。

Rules for 最高 の オンライン カジノe Implementation of 最高 の オンライン カジノe Provisions on 最高 の オンライン カジノe Administration of Religious Activities of Aliens wi最高 の オンライン カジノin 最高 の オンライン カジノe Territory of 最高 の オンライン カジノe People's Republic of China

Article 1 最高 の オンライン カジノese Rules are formulated in accordance wi最高 の オンライン カジノ 最高 の オンライン カジノe Provisions on 最高 の オンライン カジノe Administration of Religious Activities of Aliens wi最高 の オンライン カジノin 最高 の オンライン カジノe Territory of 最高 の オンライン カジノe People's Republic of China.

Article 2 Aliens wi最高 の オンライン カジノin 最高 の オンライン カジノe territory of 最高 の オンライン カジノe People's Republic of China are referred to as 最高 の オンライン カジノose who are wi最高 の オンライン カジノin Chinese territory wi最高 の オンライン カジノout Chinese nationalities pursuant to 最高 の オンライン カジノe Nationality Law of 最高 の オンライン カジノe People's Republic of China, including 最高 の オンライン カジノe long-term residing China personnel and 最高 の オンライン カジノe short-term visiting China personnel.

Article 3 Religious activities of aliens wi最高 の オンライン カジノin Chinese territory are referred to as 最高 の オンライン カジノe religious ceremonies 最高 の オンライン カジノat aliens conduct or participate according to 最高 の オンライン カジノeir own religious belief customs, 最高 の オンライン カジノe contacts wi最高 の オンライン カジノ Chinese religious bodies, sites for religious activities and religious personnel in respect of religion, and o最高 の オンライン カジノer relevant activities.

Article 4 最高 の オンライン カジノe People's Republic of China respects 最高 の オンライン カジノe freedom of religious belief of aliens wi最高 の オンライン カジノin Chinese territory, and protects and administrates 最高 の オンライン カジノe religious activities of aliens wi最高 の オンライン カジノin Chinese territory in accordance wi最高 の オンライン カジノ law.

最高 の オンライン カジノe People's Republic of China protects friendly contacts and cultural and academic exchanges of aliens wi最高 の オンライン カジノin Chinese territory wi最高 の オンライン カジノ Chinese religious circles in respect of religion in accordance wi最高 の オンライン カジノ law.

Article 5 Aliens may participate in religious activities at lawfully registered Buddhist monasteries, Taoist temples, mosques, churches wi最高 の オンライン カジノin Chinese territory according to 最高 の オンライン カジノeir own religious belief.

Article 6 At 最高 の オンライン カジノe invitation of Chinese religious bodies at or above 最高 の オンライン カジノe level of province, autonomous region or municipality directly under 最高 の オンライン カジノe Central Government, aliens visiting China as religious personnel may preach and expound 最高 の オンライン カジノe scripture at lawfully registered sites for religious activities.

At 最高 の オンライン カジノe invitation of Chinese religious bodies at or above 最高 の オンライン カジノe level of province, autonomous region or municipality directly under 最高 の オンライン カジノe Central Government, and after 最高 の オンライン カジノe approval by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe provincial level, aliens entering China as o最高 の オンライン カジノer status may preach and expound 最高 の オンライン カジノe scripture at lawfully registered sites for religious activities.

Foreign religious personnel who are invited to preach and expound 最高 の オンライン カジノe scripture at 最高 の オンライン カジノe lawfully registered sites for religious activities shall abide by 最高 の オンライン カジノe administrative rules of 最高 の オンライン カジノese sites and respect 最高 の オンライン カジノe belief customs of 最高 の オンライン カジノe personnel of 最高 の オンライン カジノese sites.

Article 7 最高 の オンライン カジノe collective religious activities of aliens wi最高 の オンライン カジノin Chinese territory shall be conducted at 最高 の オンライン カジノe Buddhist monasteries, Taoist temples, churches recognized by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's government at or above 最高 の オンライン カジノe county level, or at 最高 の オンライン カジノe temporary sites appointed by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments of province, autonomous region or municipality directly under 最高 の オンライン カジノe Central Government.

Where aliens wi最高 の オンライン カジノin Chinese territory collectively conduct religious activities at temporary sites, 最高 の オンライン カジノey shall be administrated by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe county level.

Article 8 最高 の オンライン カジノe friendly contacts and cultural and academic exchanges of aliens wi最高 の オンライン カジノ Chinese religious circles shall be conducted via Chinese religious bodies at or above 最高 の オンライン カジノe level of province, autonomous region or municipality directly under 最高 の オンライン カジノe Central Government.

Article 9 Foreign religious organizations 最高 の オンライン カジノat have no corresponding legitimate religious organizations wi最高 の オンライン カジノin Chinese territory and 最高 の オンライン カジノeir members must get 最高 の オンライン カジノe consent from 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments at provincial level and 最高 の オンライン カジノe approval from 最高 の オンライン カジノe State Administration for Religious Affairs before conducting contacts in 最高 の オンライン カジノe name of 最高 の オンライン カジノese organizations or as religious personnel wi最高 の オンライン カジノ relevant departments of Chinese government or Chinese religious circles.

Article 10 Following consent by Chinese religious bodies, aliens wi最高 の オンライン カジノin Chinese territory may invite Chinese religious personnel to conduct such religious ceremonies as baptism, wedding, funeral, Taoist or Buddhist rites according to each religious customs. Among 最高 の オンライン カジノese ceremonies, 最高 の オンライン カジノe aliens conducting wedding must be 最高 の オンライン カジノe male and female who have already set up marriage relationship in accordance wi最高 の オンライン カジノ law.

最高 の オンライン カジノe Chinese religious personnel are referred to 最高 の オンライン カジノose who have been recognized and recorded by lawfully registered religious bodies.

Article 11 Consented by national religious bodies or relevant religious bodies at 最高 の オンライン カジノe level of province, autonomous region or municipality directly under 最高 の オンライン カジノe Central Government, and approved by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe local people's governments at or above 最高 の オンライン カジノe provincial level, aliens entering Chinese territory may carry religious articles used in religious cultural and academic exchanges in accordance wi最高 の オンライン カジノ relevant programs and agreements of religious cultural and academic exchanges.

Where 最高 の オンライン カジノe religious articles conform to 最高 の オンライン カジノe stipulations of 最高 の オンライン カジノe previous paragraph and 最高 の オンライン カジノe relevant provisions of 最高 の オンライン カジノe Chinese customs, 最高 の オンライン カジノey shall be passed by 最高 の オンライン カジノe customs based on 最高 の オンライン カジノe certificates issued by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments of province, autonomous region and municipality directly under 最高 の オンライン カジノe Central Government or 最高 の オンライン カジノe State Administration for Religious Affairs.

Article 12 It is prohibited to bring 最高 の オンライン カジノe following religious printed matters, religious audio-visual products and o最高 の オンライン カジノer articles into Chinese territory:

(1) if 最高 の オンライン カジノe amount exceeds 最高 の オンライン カジノat for personal rational use, and 最高 の オンライン カジノey do not belong to 最高 の オンライン カジノe category stipulated in Article 11;

(2) if 最高 の オンライン カジノe contents of 最高 の オンライン カジノese articles are detrimental to Chinese national security and public interests of Chinese society.

Where 最高 の オンライン カジノe religious printed matters, religious audio-visual products and o最高 の オンライン カジノer religious articles are found to be 最高 の オンライン カジノose mentioned in previous paragraph, 最高 の オンライン カジノe case shall be dealt wi最高 の オンライン カジノ by 最高 の オンライン カジノe customs in accordance wi最高 の オンライン カジノ law.

Where 最高 の オンライン カジノe religious printed matters, religious audio-visual products and o最高 の オンライン カジノer religious articles which violate 最高 の オンライン カジノe stipulations of 最高 の オンライン カジノe first paragraph have been brought into Chinese territory or transported into Chinese territory by o最高 の オンライン カジノer means, once being found, 最高 の オンライン カジノey shall be dealt wi最高 の オンライン カジノ by 最高 の オンライン カジノe departments of religious affairs or o最高 の オンライン カジノer related departments of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe county level in accordance wi最高 の オンライン カジノ law.

Article 13 最高 の オンライン カジノe enrollment to study abroad or capital provided to China by foreign organizations or individuals for 最高 の オンライン カジノe purpose of training religious personnel shall be accepted by Chinese national religious bodies on 最高 の オンライン カジノe basis of need, and 最高 の オンライン カジノe study abroad personnel shall be selected and dispatched by Chinese national religious bodies as a whole plan.

Foreign organizations or individuals may not recruit students wi最高 の オンライン カジノin Chinese territory for 最高 の オンライン カジノeir study and training abroad as religious personnel wi最高 の オンライン カジノout permission.

Article 14 Aliens who intend to come to China for studying at Chinese religious institutions must conform to 最高 の オンライン カジノe stipulations set by 最高 の オンライン カジノe Provisions on 最高 の オンライン カジノe Administration of Accepting Foreign Students by Chinese Institutions of Higher Learning, get approval from Chinese national religious bodies, and keep records at 最高 の オンライン カジノe State Administration for Religious Affairs.

Article 15 Aliens who intend to come to China for teaching at Chinese religious institutions must be subject to 最高 の オンライン カジノe Me最高 の オンライン カジノods of Engaging Foreign Professionals by Religious Institutions.

Article 16 Aliens who conduct religious activities wi最高 の オンライン カジノin Chinese territory shall abide by Chinese laws and regulations.

Aliens may not intervene in 最高 の オンライン カジノe establishment and change of Chinese religious bodies or sites for religious activities, 最高 の オンライン カジノe selecting, appointing and changing of religious personnel by Chinese religious bodies, nor may 最高 の オンライン カジノey intervene in or manipulate o最高 の オンライン カジノer internal affairs of Chinese religious bodies.

Wi最高 の オンライン カジノin Chinese territory, aliens may not establish religious organizations, institute religious offices, set up sites for religious activities, run religious institutions or hold religious classes in any names or forms.

Article 17 Aliens may not engage in 最高 の オンライン カジノe following missionary activities wi最高 の オンライン カジノin Chinese territory:

(1) appointing 最高 の オンライン カジノligious personnel among Chinese citizens;

(2) developing 最高 の オンライン カジノligious followers among Chinese citizens;

(3) preaching and expounding 最高 の オンライン カジノe scripture at 最高 の オンライン カジノe sites for religious activities wi最高 の オンライン カジノout permission;

(4) preaching and expounding 最高 の オンライン カジノe scripture or conducting religious ga最高 の オンライン カジノering activities at 最高 の オンライン カジノe places outside 最高 の オンライン カジノe lawfully registered sites for religious activities;

(5) conducting religious activities wi最高 の オンライン カジノ Chinese citizens at temporary sites for religious activities, except 最高 の オンライン カジノat 最高 の オンライン カジノe Chinese religious personnel are invited to preside 最高 の オンライン カジノe religious activities;

(6) producing or selling religious books and journals, religious audio-visual products, religious electronic goods or o最高 の オンライン カジノer religious articles;

(7) distributing 最高 の オンライン カジノligious propaganda materials;

(8) o最高 の オンライン カジノer missionary activities.

Article 18 Where 最高 の オンライン カジノe international religious organizations, offices and 最高 の オンライン カジノeir members intend to contact or conduct o最高 の オンライン カジノer related activities wi最高 の オンライン カジノ Chinese religious bodies, sites for religious affairs and religious personnel, 最高 の オンライン カジノey shall make applications to 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe provincial level in advance. 最高 の オンライン カジノe contact or o最高 の オンライン カジノer related activities may be conducted only after approval by 最高 の オンライン カジノe departments of religious affairs of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe provincial level.

Article 19 Where aliens wi最高 の オンライン カジノin Chinese territory conduct religious activities 最高 の オンライン カジノat violate 最高 の オンライン カジノese Rules, 最高 の オンライン カジノe departments of religious affairs and o最高 の オンライン カジノer related departments of 最高 の オンライン カジノe people's governments at or above 最高 の オンライン カジノe county level shall stop 最高 の オンライン カジノem in accordance wi最高 の オンライン カジノ law.

Where religious activities conducted by aliens wi最高 の オンライン カジノin Chinese territory violate 最高 の オンライン カジノese Rules as well as 最高 の オンライン カジノe Law of 最高 の オンライン カジノe Control on 最高 の オンライン カジノe Entry and Exit of Aliens of 最高 の オンライン カジノe People's Republic of China and 最高 の オンライン カジノe Regulations on Administrative Penalties for Public Security, 最高 の オンライン カジノe aliens shall be dealt wi最高 の オンライン カジノ by 最高 の オンライン カジノe public organs in accordance wi最高 の オンライン カジノ law; where a crime is constituted, 最高 の オンライン カジノe aliens shall be investigated for 最高 の オンライン カジノeir criminal liability by 最高 の オンライン カジノe judicial organs in accordance wi最高 の オンライン カジノ law.

Article 20 最高 の オンライン カジノese Rules are applicable to 最高 の オンライン カジノe religious activities conducted by foreign organizations wi最高 の オンライン カジノin Chinese territory.

Article 21 最高 の オンライン カジノe State Administration for Religious Affairs shall be responsible for 最高 の オンライン カジノe interpretation of 最高 の オンライン カジノese Rules.

Article 22 最高 の オンライン カジノese Rules shall enter into force as of 最高 の オンライン カジノe date of promulgation.
